AFL Opens EOI’s for Docklands Waterfront Redevelopment

The AFL, in partnership with the Victorian Government, has officially opened an Expression of Interest (EOI) process to find a development partner for the transformation of 140 and 160 Harbour Esplanade in Docklands.

The landmark project aims to revitalise the Melbourne waterfront, bringing new life, jobs, housing, and entertainment options to the area surrounding Marvel Stadium.

Under a Joint Venture Agreement with Development Victoria, the redevelopment is set to enhance Docklands as a vibrant mixed-use precinct and support its continued urban growth.

Building on the AUD225 million Marvel Stadium redevelopment completed in 2024, the project will reinforce the area’s reputation as Melbourne’s premier destination for sport and entertainment.

AFL executive general manager of finance, clubs and infrastructure, Matthew Chun, said the redevelopment would continue to elevate the precinct’s appeal.

Development Victoria CEO, Anne Jolic, said they’re seeking a developer with bold ideas that balance commercial and community outcomes.

“This is a unique opportunity to partner with us and the AFL to deliver one of Melbourne’s most exciting mixed-use developments,” Jolic said.

The EOI campaign closes 5pm, Friday 5 December 2025, with shortlisted developers to progress to a Request for Proposal stage.
